Can acoustic treatment reduce reverberation without making a restaurant feel flat?

Are acoustic panels the same as soundproofing?

No. Absorption addresses reflected sound within the room. Isolation addresses sound passing through walls, ceilings, doors and penetrations and requires assembly-level evaluation.
